2. Every person engaged in a slaughter-house in driving
or bringing any animal to the place of slaughter shall (a) avoid,
so far as practicable, driving or bringing the animal over any
ground which is likely to cause the animal to slip or fall, and
(b) otherwise adopt such methods and precautions as will prevent
the infliction upon the animal of unnecessary suffering or
pain.
3. A person shall not in a slaughter-house proceed to
slaughter any animal until the same shall have been effectually
stunned, and such stunning shall, except as hereinafter provided,
be effected with a mechanically operated instrument
suitable and sufficient for the purpose:
Provided that this byelaw so far as it would require the
stunning of sheep and the use of a mechanically operated
instrument shall not apply until the expiration of three months
from and after the date of the confirmation of these byelaws:
Provided further that this byelaw shall not be deemed to
apply to any member of the Jewish faith, duly licensed by
the Chief Rabbi as a slaughterer, when engaged in the
slaughtering of cattle intended for the food of Jews according
to the Jewish method of slaughtering, if no unnecessary suffering
is inflicted.
4. A person sball not, in a slaughter-house, slaughter, or
cause or suffer to be slaughtered, any animal, or dress, or
cause or suffer to be dressed, the carcase of any animal in the
view of another animal.
5. A person shall not use any instrument for slaughtering
or stunning any animal unless his training, physical condition
and ability qualify him to use the same so as to inflict on the
animal as little pain or suffering as practicable.
6. An occupier of a slaughter-house shall not cause or
allow any blood or other refuse to flow from such slaughterhouse
so as to be within the sight or (so far as it is practicable
to avoid it) within the smell of any animal in the slaughterhouse,
and he shall not cause or allow any such blood or other
refuse to be deposited in the waiting pens or lairs.
The foregoing byelaws were adopted by the Council of the
Urban District of Ilford at a meeting held on the 22nd day of
July, 1924.
IN WITNESS whereof the said Council have
caused their Common Seal to be hereunto affixed
this seventh day of November, 1924, pursuant to
a resolution passed for that purpose at the said
