The Chief Officer of the Public Control Department submitted the following
comments with regard to the samples noted as unsatisfactory:-
"Milk. These fourteen samples were all of new milk taken on delivery from
farmers to premises in your Borough, four farmers in all being involved. In two
cases the samples were found to be slightly deficient in fat, but associated samples
were genuine and therefore no action was taken. Regarding the remaining two cases,
in one case the milk was deficient in solids-not-fat, but here again associated
samples were genuine and no further action was taken. In the other case the samples
were found to be deficient in fat and solids-not-fat. Formal samples were procured
and all proved to be genuine.
Cheese. This sample was sold as "cream cheese", but was found to be processed
whole milk cheese. An official caution was issued.
Fish. A sample sold as "sliced smoked salmon" was found to be dyed smoked
coal-fish. It was packed and imported from Germany. The importers were officially
cautioned.
Pears. Imported Italian pears contained an excess lead content due, through the
use abroad, of poisonous insecticides. An official caution was issued to the
importers in respect of this sample."
The following work in connection with the inspection and supervision of food in
the Borough was carried out by the Public Control Department:-
Merchandise Marks Acts, 1887-1926. 226 inspections of premises were undertaken
to ensure that the Marking Order relating to certain imported foodstuffs made under
the Merchandise Marks Act, 1926 were complied with. 1,241 separate displays of meat
apples, tomatoes, poultry and dried fruit were examined. No serious infringement
was disclosed.
The Labelling of Food Order, 1953. This Order requires, inter alia, that in
general pre-packed foods shall bear on the label, a clear statement of the designation
of the food and in the case of compound foods the ingredients. It also
requires that the name and address of the packer or labeller appears. At 88 premises
323 articles or pre-packed food was examined. No substantial infringements were
discovered.
Special Designated Milk. During the year in question three firms were licensed
by my Council to use the special designation " pasteurised" in respect of milk processed
at premises within the Borough of Heston and Isleworth. Each premises was
inspected regularly and compliance with the requirements of the Act or Regulations
was maintained in each case. 146 samples were taken, all of which were correct.
Safe Milk. In addition to the foregoing, 41 samples of raw milk were procured
within the Borough and submitted to test for the presence of tubercle bacilli. None
was found contaminated."
FOOD HYGIENE - The work of promoting sound standards of hygiene in food premises
has been steadily pursued. As far as possible, the plans of all premises which will
be associated with the preparation and sale of food are examined. In this way it is
possible to influence the standard of premises and equipment and consultation on these
matters is velcomed. During the year, 1,968 visits of inspection were paid with a
view to securing "clean food, handled by clean hands and transported, prepared and
stored under clean conditions" and as a result of these visits the following works
were carried out:-
