PROVISION OF MILK AND OTHER FOODS TO
NECESSITOUS MOTHERS AND CHILDREN.
During the year the National Milk Scheme was introduced in
two stages. In the first place the Scheme provided that any
expectant or nursing mother and children under the age of five years
could obtain 1 pint of milk daily either free or at 2d per pint
according to financial circumstances. This part of the Scheme
commenced in Hackney on the 19th July. Later, arrangements
were made to provide 1 packet of National Dried Milk per week
either free or at Is. 2d. per packet to infants who could not be satisfactorily
fed on wet milk. An additional packet could be supplied
through the Maternity and Child Welfare Centres free of cost or
at a price up to 1s. 2d. per packet according to the family circumstances.
National Dried Milk has been available for Hackney
children since the 7th September.
The Council's arrangements for the provision of milk to mothers
and children have, therefore, been largely replaced by the National
Milk Scheme, but the Council continued to supply up to the end of
the year half-cream dried milk and special types of dried milk upon
the recommendation of the Centre Medical Officers.

The following table shows the cost of milk provided to 998 families in response to the 3,408 applications received during the year.

Under an arrangement between the Council and the London
County Council the cost of milk supplied under the Council's
scheme to families in receipt of help from the Public Assistance
Committee is reclaimed from the County Council. The sum repaid
by the County Council to the Borough Council in respect of grants
made during 1940 amounted to £102 12s. 5d.
In addition to the cow's milk and dried milk supplied free of
cost or at a reduced price, dried milk is supplied at the Infant
Welfare Centres at cost price, whilst other foods, medicines, etc.,
