(4) The appointment of a whole-time dentist at a
salary of £300 per annum.
(5) The appointment of a health visitor at the scale
salary of £108-£138 per annum.
• (6) The appointment of a third-class clerk at the scale
salary of £80-£120 per annum.
General.
In connection with the question of medical treatment I
desire to call the attention of the Committee to Section 1
of the Local Education Authorities (Medical Treatment)
Act, 1909, which is as follows:—
"Where any local education authority provides for
the medical treatment of children attending any public
elementary school under Section thirteen of the Education
(Administrative Provisions) Act, 1907, there shall
be charged to the parent of every child in respect of
any treatment provided for that child such an amount
not exceeding the cost of treatment, as may be determined
by the local education authority, and in the
event of payment not being made by the parent, It
shall be the duty of the authority, unless they are
satisfied that the parent is unable by reason of circumstances
other than his own default to pay the amount,
to require the payment of that amount from that parent,
and any such amount may be recovered summarily as a
civil debt."
Further, in connection with the provision of spectacles,
I desire to call the attention of the Committee to Circular
596, Sub-Section D, 7 (f):—
"Provision of Spectacles, &c.—In cases where
medical inspection shows that the provision of spectacles
is necessary for the treatment of defective eyesight,
the Board will be prepared to consider proposals
