In addition to blind children there are a certain number
ot children who may be called semi-blind. These children
are not suitable for education by methods applicable to the
totally blind, nor yet by methods applicable to children with
normal vision. They come within the definition of "blind"
given in the Act of 1893, viz., "too blind to be able to read
the ordinary school books used by children," and special
provision requires to be made for them.
The Deaf.—~A school for the deaf is not maintained by
the local Education Authority, but certain children resident
within the area of the Authority are educated by deaf methods
at approved institutions.
The following Table, No. 107, gives particulars of deaf
children being educated by the Education Committee at the
end of the year 1913.
