HOUSING.
Housing Repairs and Rent Act, 1954.
The above Act came into operation on the 30th August, 1954. It
enables landlords where property is in good condition, to claim a
repairs increase on the rent. If the tenant does not agree that the
house is in good repair and fit for habitation, he can apply to the
Local Authority for a "Certificate of Disrepair" and, if this is
granted and he serves a copy upon his landlord, he does not have to
pay the repairs increase permitted under the Act.
If, however, the landlord remedies the defects noted on the certificate,
he can ask the Local Authority to revoke the Certificate, and if
they do so, the tenant becomes liable to pay the repairs increase.

The number of certificates dealt with to the end of the year was as follows:—

Clearance Areas. Housing Acts, 1936-1949.
There are 149 premises considered to be suitable for action
under Section 25 of the Housing Act, 1936.
During the year, detailed inspection was made of fifty of these
premises, and it is proposed to make representation to the Council with
a view to the demolition of the premises and the re-housing of the
occupants during the ensuing year.
Moveable Dwellings.
During the year, three licences were renewed embracing a total
of sixty-six caravans and fifty tents. For the winter months, three
licences, covering a total of twenty-three caravans, were also issued.
In all, one hundred and thirty-eight visits of inspection to the
various sites were made by the Sanitary Inspectors.
The matter is now largely dealt with by Town Planning.
