Prior to the Evacuation of School Children in September, 1939, there were 5,131 children on the roll of the elementary schools, distributed as follows:

Medical Inspection.
Up to the outbreak of war, Routine Medical Inspection
was carried out as required by the Board of Education, namely
entrants, 8 year olds and leavers.
I repeat my observations on Routine Medical Inspection
made in last year's report, as it appears to me that the Medical
Inspection carried out for Evacuees, where it is carried out as
in districts like this, showed how a method of selection of
children needing further medical investigation could be
provided, so that the whole school population could be brought
under review each year so that every child could pass through
a medical examination every year instead of three times only
in its school life.
Malnutrition.
On referring to table B, and comparing these figures with
last year's, the following facts emerge.
In the first age group, Entrants, there were 13.9 per cent.
in A (excellent), an increase of 4.9 per cent.; 53.9 per cent.
were in B (normal), a decrease of 13.1 per cent.; 30.7 per cent.
in C (slightly sub-normal), an increase of 8.7 per cent.; and
there were 1.3 per cent. in D (bad), an increase of .8 per cent.
In the second age group, 8 year olds, there were 24.4 per
cent. in A, an increase of 7.4 per cent.; 43.1 per cent. in B,
a decrease of 16.9 per cent.; 29.3 per cent. in C, an increase
of 7.3 per cent.; and 3.1 per cent. in D, an increase of 2.8
per cent.
In the third age group, leavers, 19.3 per cent. were A,
an increase of 4.3 per cent.; 60 per cent. were B, an increase
of 2 per cent.; 20.1 per cent. were C, a decrease of 4.9 per
cent.; and 0.3 per cent. were in D, a decrease of 0.1 per cent.
Comparing totals of children examined with last year's
figures, there are 147 children in A Group, an actual decrease
in number of 102. There are 415 in B Group, a decrease of
618. There are 211 in the C Group, a decrease of 189, and
there are 12 in the D Group, an increase of 5.
