There would appear to be a very definite increase in the number of factories in the
Borough of St. Pancras employing outworkers.
Basement Bakehouses.
In accordance with the requirements of the Factories Act, 1937, an inspection of
underground bakehouses must be carried out every five years, and such a survey was completed
in 1949. Each case was considered by the Public Health Committee in July, and August, 1950,
Section 54 of the Act provides that a basement bakehouse shall not be used unless it was
so used at the date of the passing of the Act—1st July, 1938—and a certificate of suitability has
been issued by the Borough Council.

The Council agreed the period for which each bakehouse should be in operation. The position is as follows:—

Basement bakehouses which will be in use in August 19546
Basement bakehouses which will be in use in August, 19554

Rag Flock and Other Filling Materials Act, 1951.
This Act came into force on the 1st November, 1951, and requires inter alia—
(a) the registration of premises where specified filling materials are used in
manufacturing bedding, toys, baby carriages and other articles of upholstery, and
(b) the annual licensing of premises where rag flock is
(i) manufactured
or
(ii) stored for distribution to registered premises.
The object of the Act is to secure the use of clean filling materials in upholstered articles
and other articles which are stuffed or lined.
Twenty-three certificates of registration and one licence had been issued up to the end
of 1952.

During the year the Council's Sanitary Inspectors paid 53 visits to such premises and took 14 samples.

Upon analysis all samples were found to be satisfactory.
