In order to carry out the proposal of the Battersea Yestry, it must be necessary
for the Sanitary Authority twice a year to make copies of the lists of out-workers
at the factories and workshops in the District, a proceeding which is not provided
for in the Act, but which if assumed to be the intention of the Legislature must
occupy a large amount of time.
The first step towards carrying out their duties periodically in regard to
out-workers in a continuous manner by the Sanitary Authorities would be to
provide that these A uthorities should be supplied with lists, either in the same
manner as Factory Inspectors are now supplied, or else from the Home Office.
If this initial facility is not given, one must reluctantly conclude that the
Government intends to attach less importance to the duties of Sanitary Authorities
in reference to out-workers than to those of the Home Office.
§ 6.—W ATER SUPPLY AND WATER SERVICE.
The condition of the waters supplied by the West Middlesex Water Works
and the New River Companies during the year, as stated in the returns of the
Registrar-General, has been already reported in the Monthly Reports presented to
your Vestry.
§ 7.—DRAINAGE AND SEWERAGE.
