Private Open Spaces.—Open Spaces in connection with dwelling-houses may
be maintained either as gardens or not If an open space is intended to serve as
a garden the soil should be cultivated and planted, otherwise it may become an
unhealthy nuisance rather than a healthful pleasure. If not intended as a garden
the surface should be levelled and drained, and be kept in a solid condition, either
by firmly rolled gravel, with binding material, or by paving. If the surface
adjoin a dwelling-house, it should be imperviously paved so as to stand wear and
tear, and to properly drain away surface water, and be kept periodically cleansed.
