"The arrangement with Messrs. Hempleman was entered
into in 1903, and the following circular was sent to those
requiring the removal of offensive trade refuse:—
" 'Council House,
" 'Wandsworth, S.W.,
" '20th February, 1904.
" 'Sir,
" 'Collection of offensive trade refuse.
" 'Referring to my circular letter of the 12th June,.
1901, with reference to the removal and disposal of fishmongers'
and butchers' offal, the Council has again had
the subject under consideration, and I am directed to
inform you that, owing to the difficulty experienced in
disposing of the offal, the Council has been compelled tomake
other arrangements for the service.
