Report of the Medical Officer of Health.
No difficulties have arisen during the year in carrying out
these By-laws, and I am again able to report that all these
premises have been kept in much better condition since being
placed on the Register.
Offensive Trade Refuse.
In June I made the following report to the Public Health
Committee with regard specially to the removal of fish offal—
"25th June, 1908.
"On the 21 st May, 1908, I received a report from one of
the Sanitary Inspectors that at 7.40 a.m. on that date he saw
a four-wheeled van, with a large iron tank inside, proceeding
along Upper Richmond Road, the smell from the van being
most offensive. It stopped at the rear entrance in Charlwood
Road of the fishmongers at 306, Upper Richmond Road. The
Inspector examined the tank and found it was covered with
sacking over the rear half, the other half being uncovered.
The tank was full of fish offal. The name painted on the
van was Fred. S. Hempleman, Crow's Road, West Ham, and
the driver's name and address was Henry Monk, 20, Ranleigh
Road, West Ham. On receipt of this report I communicated
with Messrs. Hempleman, who asked for an
appointment to talk over the whole matter.
"Messrs. Hempleman's representative called on the 25th
May and informed me that it had always been their practice
since the beginning of the contract to collect the fish offal
from seven premises in Putney with an open van, as they
were aware that this method of collection was carried out in
Putney by other contractors.
"1 have had an inspection made of all the premises in
the Borough from which fish offal is removed, and of 122 the
offal is removed by Messrs. Hempleman in 82, and in 40 by
other contractors. Out of the 82 premises from which it is
removed by Messrs. Hempleman, in 75 it is removed in tins
as agreed on and in seven by open van. In the 40 premises
