of fraud, or whose milks had been privately sampled. It has been stated in
these Reports on more than one occasion that milk vendors, as a body, are as
honest as other traders, but it happens that the food in which they deal lends
itself particularly to sophistication by the men who convey it to the purchasers.
It is such an easy thing to replace a quart of milk by a similar amount of
water that frequently the temptation is too much for the roundsman. There
are, however, some milk sellers in a large way who buy considerable quantities
of separated milk and mix it with the genuine article, thus depreciating the
latter, and then sell it as new miik.
There is a man at the present time selling milk in the borough who
receives new milk at a railway station in Islington, and some six churns of
separated milk at King's Cross Station, and yet, although he mixes these milks,
and although the mixtures have been sampled on many occasions, they have
always been above the so-called Government standard. The Council can do
nothing, because the milk contains not less than 3 per cent. of fat, and above
8.5 per cent. of "Solids not Fat." The Adulteration Law is thus made a
mockery of. Surely the Local Government Board might find some way of
dealing with such a man.
