"This delay is fatal, for with an early notification, the children who have
not been protected by a previous attack, and who have been in contact with
the patients, continue to attend school, in course of time form a second crop,
and in turn infect others in contact with them, to form a third crop, so that
finally nearly all the non-protected children become infected. If then the
earlier notification by the Attendance Officers could be obtained, non-protected
children could be excluded sooner, and the disease probably checked."
On November '21st the Medical Officer of Health again reported as
follows:—
"In continuance of my observations at the last meeting on the epidemic of
Measles in the Borough, I have now to inform the Committee that during the
last two weeks there have been respectively 168 and 121 cases notified by
the teachers, as compared with 155 and 103 in the preceding two weeks.
There were, therefore, 289 cases reported during the fortnight. The cases of
the disease in the successive weeks were 103, 155, 168 and 121 ; consequently
it is seen that there is at the present time a tendency to a diminution of the
cases.
"During the fortnight I have had an interview here with Dr. Hogarth, one
of the Medical Officers of the Education Department of the London County
Council, and the result of that interview was that he expressed himself, on
the part of his medical department, as most anxious to act in every way with
this Council.
"I pointed out to him one or two matters about which I thought an
improvement might be effected, and these were agreed to.

"During the last 14 days cases of the disease have been notified from the following schools:—
