The "Sale of Horseflesh Act "was not being infringed, however,
for the shopkeeper said the meat was never sold for " human food,"
or a ticket would be exhibited as required by the Act. I cautioned
the shopkeeper as to the penalties if the Act was not complied with.
In only one case have I found it necessary to take Police Court
proceedings under the Public Health (London) Act, 1891. viz.:—
Against the owner of No. 3, Latham Street, on account of "no water
supply " to the house. The defendant did not appear at court,
and was fined £3 and 23s. costs, together with a Closing Order if
desired.
The whole of the 29 bakehouses in the district have been regularly
visited, and, where found necessary, notices have been served
requiring the half-yearly cleansing to be put in hand, the same in
every case being complied with.
The newly printed regulations, as supplied, have been given to
each proprietor.
The milkshops and dairies have been under regular supervision
(numbering 73), and the register amended as required. At times
some milk-sellers have had to be cautioned respecting dirty utensils,
but never on a second occasion. The cowhouses and slaughterhouses
have been properly cleansed and whitened as required, and
special inspections paid before renewal of licences.
