of a single house is rarely satisfactory, and I refer in the Report to certain instances which have
been brought to my notice. There is no room for doubt about the necessity of more effective
control of all " conversions."
As regards the work of the Department there is no evidence of any lessening of the demands
on the time and energy of the Staff—on the contrary, more duties continue to be imposed—added
to which are the arrears of work which accumulated during the War. With the present establishment
anything like a systematic survey of the Borough is impossible. All members of the Staff
have worked hard, but I can only describe the present state of the work of the Department as
greatly in arrear.
I desire, in conclusion, to express my acknowledgments to the Chairmen and Members of the
Public Health, Special Housing and Maternity and Child Welfare Committees—three Committees
doing work which before the war was performed by one—for their sympathetic co-operation in my
efforts to discharge the duties of my office, which I have now held for over twenty seven years.
