Barbers and Hairdressers.
The London County Council (General Powers) Act, 1954,
Action 18, gave the Council authority to register barbers or hairdressers
and their premises, and no person should carry on such a business
unless both he and the premises are registered. Any person registered
under this Section must keep displayed in the premises in respect of
which he is registered a copy of his certificate of registration and of any
by-laws made by the Council.
At the end of the year there were 69 registered premises in the
Borough, and 71 inspections were carried out.
Pet Animals Act, 1951.
The object of the Act is to regulate the sale of pet animals,
particular reference to their welfare while kept for sale in pet
shops. A pet shop may not be kept except under the authority of
a licence granted in accordance with the provisions of the Act.
Licences were issued in respect of 12 shops and 24 visits were
made during the year.
Pharmacy and Poisons Act, 1933.
This Act is chiefly concerned with the distribution by sale or otherpoisonous
substances. The list of poisons is contained in an
Order made under the Act. This Order is divided into Part I and
Part II. With the poisons contained in Part I, the Council are not
concerned, since an "authorised seller " is a pharmacist registered with
the pharmaceutical Society, and enforcement is entrusted to Inspectors
appointed by that Society.
Substances specified in Part II may be sold by "listed sellers
and these are persons who, on written application in a prescribed form,
and on payment of stated fees, are recorded by the Council as " persons
entitled to sell poisons in Part II of the Poisons List" at the premises
recorded on the List. The Council are required to enforce the Act
and Orders so far as they relate to " listed sellers " and have appointed
the Public Health Inspectors as Inspectors under the Act. There are
at present 89 registered persons under the Act, and their premises are
regularly inspected.
