Aug. 10th. Application of Mr. Arlidge to the Council to determine
Closing Order refused.
Aug. 17th. Notice of appeal to Local Government Board against
refusal by Council to determine Closing Order.
Sept. 1st. Notice of appeal to Local Government Board against refusal
by Council to determine the Demolition Order.
Sept. 30th. Matters reported to the Council and confirmed by them.
84 & 85, Palmerston Road. These houses belong to the
same owner as No. 83, and the Council having authorised me to make
survey and examination for the purpose of determining whether any
powers under the Housing Act could be exercised in regard to the
premises, I made several unsuccessful efforts to obtain admission to
the premises.
Proceedings were taken against the owner tor obstruction and
he was fined 10/- with 10 guineas costs in regard to the obstruction at
No. 81, and 10/- with 2 guineas costs in regard to the obstruction at
No. 85, and the Magistrates made an order directing the owner to
admit me to the premises.
Against this decision the owner appealed to the High Court.
His appeal came before the Divisional Court, composed of the Lord
Chief Justice, Ridley and Mr. Justice Shearman. On the 22nd June,
1915, the Appeal was unanimously dismissed.
An entry has not yet been made and as litigation in regard to
No. 83 must govern the subsequent steps taken in regard to these
houses, it is advisable that further action should not be taken until the
pending action in regard to No. 83 has been finally disposed of.
1 & 7, Peebles Mews. On the 13th July, the Local Government
Board held a Public Local Enquiry in reference to the Appeal
of the Owner against the Demolition Orders made by the Council, and
the Local Government Board intimated their willingness to quash
the Orders providing certain essential works are carried out and the
premises used for some purpose other than for human habitation.

The Water Supply of Tenement Houses.
During 1915, the powers conferred by Section 78 of the L.C.C.
General Powers Act, 1907, have been exercised in regard to 89 houses,
making a total of 770 houses which have been dealt with in Hampstead
since the Act came into force.
Factories and Workshops Act.
Whilst maintaining careful supervision of the sanitary conditions
of the workshops and workplaces, due regard has been paid to the
altered conditions now pertaining. In many establishments women
have taken the place of men, so that establishments are now employing
