the passing of the Act, such as those in force in this
Borough, is a matter upon which advice should he
sought without delay.
The very valuable powers vested in the local authority
by Section 17 were under consideration by the Public
Health Committee during the year, and are of such
importance that they may with advantage be summarised
here:—
1. Every local authority shall cause inspections
of its district to be made with a view to ascertaining
whether any dveiling house therein is in a state so
dangerous or injurious to health as to be unfit for
human habitation. Such inspections are to be
made, and the records kept, in accordance with
regulations prescribed by the Local Government
Board.
2. The power to make closing orders is transferred
from a Court of Summary Jurisdiction to the
Local Authority.
3. The power to decide appeals against the
action of the Local Authority is transferred from
Courts of Summary Jurisdiction to the Local
Government Board.
4. The Local Authority is given power to make
regulations, to be approved by the Local Government
Board, with regard to rooms habitually used
for sleeping purposes, the floors of which are more
than three feet below the surface of the adjacent
ground; and the Local Government Board can act
in default of the Local Authority.
