as to be unfit for human habitation. The rental limit
has been doubled by the new Act, and this largely
extends the class of house to which the powers of the
local authority are now applicable.

Fifteen notices under Sec. 15 of the Housing and Town Planning Act, 1909, were served during last year ; they were upon the following houses:—

On December 31st last, the requirements of 12 of
these notices had been complied with, and in 3 the
necessary works were in hand.
Section 16 amends in a most important direction codes
of by-laws, framed in accordance with the model by-laws
of the Local Government Board, relating to houses let in
lodgings. The by-laws so framed have in the past
required a landlord to do certain works which, as he did
not invariably retain possession and control of the premises,
he could not execute in certain instances without
committing a trepass. (Arlidge v. Islington Borough
Council, 1909, 2 K. B. 127 ; 78 L. J. K. B. 553 ;
7 L. G. R. .649; 100 L. T. 903; 73 J. P. 301). The
new section overcomes the effect of the decision quoted,
at any rate so far as regards new by-laws; but whether
