THE STATE OF PAUPERISM.
As the condition of the health of the people is in no small degree dependent on
its wealth or poverty it has been thought proper to give a return showing the
amount of poverty in the borough as evidenced by the number of people receiving
indoor or outdoor relief from the Board of Guardians.

During the year an average of 6,956 persons were on the pauper roll as receiving relief, either in the workhouses or in their own homes, as compared with an average of 6,540 in the preceding five years.
