13. Infant Life Protection.
In April, 1933, by virtue of the Transfer of Powers Order, made
by the Minister of Health under Sec. 64 of the Local Government
Act, 1929, the duties of registration and inspection of Fostermothers
and Fosterchildren were transferred from the County Council to the
Metropolitan Borough and City Councils.
This Council accordingly appointed each of its seven District
Health Visitors as an Infant Protection Visitor, and Dr. S. E. Hill,
Maternity and Child Welfare Officer, was also authorised to visit.
