Alcoholic Liquors.— The adulteration is when it occurs
mostly by the addition of water beyond the permitted degree of
dilution; but so keen is the competition in the trade that the
vendor is obliged to keep up the quality to a reasonable degree to
retain his custom. Where it is practised is in low houses where
people resort not for drink alone but for bad company. The proper
remedy in these cases is for the Police to report the character of
the houses to the Licensing Magistrates who should withold the
license.
