It is only fair to these ladies to say that their work was carried
out under frequent difficulties. Being without statutory office they
were exposed, in some instances, to rudeness on the part of the tenant
and obstruction on the part of the landlord. In two cases the landlord
instructed his tenants not to admit the Health Visitors, but we
have changed all that.
