Since then plans have been passed ranging in numbers from 186 in
1902 to 168 in 1908, and presuming that every house for which a plan
has been deposited was completed and fit for occupation, the total
number existing would be 28,441.
The Overseers in their official returns certify as empty the following:—

Assuming two tenements as one house, we have for the purpose of
estimating the population to reckon as empty 1,648 houses, and as a
number of those for which plans were passed in 1908 could not be
completed in the mid year, the total number then occupied could not
exceed 21,597.
