While an outbreak of infectious disease may occur at any time
under circumstances beyond the control of your Health Department,
I am of opinion that the efforts of the Health Committee in getting
rid of insanitary conditions and improving the housing conditions of
the poorer class of the population, among whom infection rapidly
spreads, are bearing and will continue to bear fruit in a reduction of
the incidence of infectious disease.
