The rates in Column 13 for the years 1900.1908 are calculated per 1000 of the estimated
gross population. But since 1908 this rate has been calculated on a nett population,
obtained by deducting from the estimated gross population the average number of inmates
not belonging to the district in public institutions, viz. : —
