The duties of the Local Authority in the case of Factories,
only relate to Sanitary Conveniences and means of escape in case
of fire.
As will be seen in the previous tables, the greatest part of
work is in connection with Workshops and Home-workers.
During the year a Home-worker was prosecuted fur transmitting
clothing from infected premises, without previous disinfection,
after being warned not to do so. The proceedings had to
be taken under the Public Health Act, as the Factory and
Workshop Act does not provide for this.
As mentioned in last year's Report, much annoyance and
considerable additional work is entailed owing to the large number
of incorrect addresses of Home-workers received. Of a total of
644 addresses received from various Councils, no less than 339
were incorrect, including wrong addresses, work given up,
removals, or sent in error, i.e., not belonging to the Borough.
This may be due to the employees removing to another address,
and failing to notify their employer, or to carelessness on the part
of the latter, but it tends very materially to minimise the value of
the Act, and also causes much additional work to the Public
Health Staff.
FOOD AND DRUGS ACT.
The analysis of samples and proceedings in connection
therewith, and the general working of the Act is performed by
the County Council.

During the year ended 31st December, 1907, the number of samples taken and the results of analysis were as follows:—
