Section 26 of the Housing Repairs and Rents Act, 1954, permits a tenant, on whom a "repairs
increase" notice has been served, to apply to the Council for a certificate that either or both of the
conditions justifying an increase of rent (in good repair and reasonably suitable for occupation) are
not fulfilled and the Council, if satisfied that the house fails to fulfil either or both conditions, must
certify accordingly and while such a certificate is in force "no sum shall be recoverable by way of
repairs increase." During the year, 29 such certificates were issued.
On the application of the landlord, the Council must revoke the certificate if the works necessary
to comply with both the conditions justifying an increase in rent have been carried out to their
satisfaction. During the year, three certificates were revoked.
At the end of the year, the following 36 houses, subject to Demolition or Closing Orders or to undertakings not to re-let till rendered fit, were still occupied :—
