The payments to Central Authorities last year amounted to
£4,641 11s. 2d. less than for the previous year, and to
£257 7s. 4d. less than for the year 1884-5. It will
be seen that of the total sum raised under the name of local
rates, a very small proportion is applicable to strictly local
expenditure, no less than £81,024 15s. 3d. of the total of
£141,266 7s. 9d. having been paid over during the year to
various authorities over whose expenditure the Vestry and
other Parochial Boards have no control. In other words,
out of every shilling raised as local rates in St. James's, less
than fivepence is spent by the Parochial Authorities.

The relative increase in these demands was greater than
the actual figures would denote, the rateable value of the
Parish (the basis of contribution) having increased from
£572,532 in 1878-9 to £696,061 in 1887-8.
The total amount raised with the local rates for these two
Boards alone, during the ten years, is £362,805, being an
average of £36,280 per annum. These precepts, which, in
the year 1878-9, represented a rate of less than 9d. in the
pound, had increased to a rate of about 1s. 4d. in the pound
in 1887-8. The precepts for the year 1888-9 show an
increase of £2,373 in the demand of the Metropolitan Board
of Works, and a decrease of £1,020 in that of the School
Board for London.
