Flooding of Houses in the Parish.
In the month of July my attention was called to the
flooding of the basements of certain houses in Westbourne
Grove, Delamere Crescent. Bristol Gardens, and Emily Street.
Similar floodings had occurred in other parishes, viz., in
Holloway, Islington, St. Pancras, and Chelsea. In Chelsea,
I was told, the water rose to a height of 4 feet in the basements
of some of the houses.
My attention was particularly directed to Westbourne
Grove. Upon enquiry, I learned at one house that the whole
of the basement had been inundated with water, mixed with
sewage, to a depth of 12 inches; some 2 or 3 inches above
the skirting board in the kitchen. I was informed that
the same thing had happened in the same premises some
eight or ten times during the last ten years; in fact, whenever
there had been such exceptional rain-storms as had then
occurred.
