The Workshop Regulation Act.
Upwards of fifty shops and work-rooms of dress makers and
milliners are under occasional inspection, in which above four
hundred young women are employed—none, of the provisions of
the Act. are known to be infringed, although anonymous communications
and letters from a Mr. Haines, have hinted at persons
who evaded the law, and that night work has been suspected in
one or two cases. I have always investigated these complaints,
and have the authority of the Sanitary Committee, as well as
instructions from the Inspector of Factories, to attend to any
violation of the provisions of this Act.
The Ragged School in Church Place.
A Report on the state of this School and premises was made
in March. The rooms were found to be defective, both in regard
to construction and cubic space. Great improvements are now
being carried out under the advice and direction of the District
Surveyor. This School has been in an overcrowded state for
some time, and many complaints of children taking from, or
carrying to this School spreading diseases, have come to my
knowledge. The most perfect ventilation and personal cleanliness
ought to be insisted upon by the Committee of the School to
prevent contagious diseases spreading to the houses of a class of
parents who, as a rule, occupy only one room.
