Hall Porter and
Messenger.
On the 1st March, 1893, a notice of motion by Mr.
Thomas for the appointment of a Hall Porter and Messenger
was referred to the Town Hall Committee, and on the 29th
March, 1893, the Town Hall Committee recommended that an officer
should be appointed to act as Hall Porter and Messenger at a salary
of 25s. a week and uniform, which recommendation was adopted by
the Vestry, and on the same date the duties of the Hall and
Assistant Hall-Keeper and the Hall Porter and Messenger were
produced by the Committee and approved by the Vestry.
insurance. On the 13th April, 1892, the Town Hall Committee
reported to the Vestry that they had instructed the Clerk to at once
obtain from the Royal and British Mercantile Fire Insurance Offices,
the terms upon which they would insure the Town Hall Furniture and
Fittings for £3,000, and to report the result of his enquiries at the
Yestry Meeting on the 13th April, 1892. The clerk produced the replies
which he had received, and it was Resolved:—That they be referred
to the Town Hall Committee; who reported to the Vestry on the
27th April, 1892: that the tender of the North British and Mercantile
Insurance Company for the Insurance of the Furniture and
Fittings of the Town Hall, as per inventory prepared by the Clerk to
the Vestry, for the sum of £3,000, at £3 per annum be accepted, and
that the Company be asked to submit draft policy for the inspection
of the Committee. This was unanimously adopted, and on the 11th
May, 1892, the Law and Parliamentary Committee reported that
they had approved of the form of policy for the Insurance of the
Town Hall Furniture and Fittings.
On 6th July, 1892, the Town Hall Committee reported that they
had given instructions for prices to be obtained for the insurance of
the glass in the Town Hall, but, subsequently, in consequence of the
quotation being higher than the Committee had anticipated, no
action was taken in the matter.
Hall Keeper. On 7th December, 1892, the Clerk submitted a Medical
Certificate accounting for Hall Keeper's absence from duty from 14th
to 17th December, and reported that he had employed one of the
Vestry's workmen as a temporary assistant during that time. The
Vestry approved of the Clerk's action, and authorised him to employ
the man when necessary, but only for the ordinary hours.

I should like as responsible Manager for the Town Hall
to call the attention of the Vestry to the unfinished condition
of the interior of the Town Hall and Offices, in consequence
of their not having been decorated, and to state that I feel sure that
the building would let infinitely better were it properly decorated,
