To the Vestry of the Parish of St. Matthew, Bethnal Green.
Chairman and Gentlemen,
During the quarter ending Juno 24th, 1890, I have
received from your Inspector, for analysis, 16 samples of food.
These included 15 samples of Milk, and 1 sample of Butter. Of these
only 3 sampled of Milk were adulterated. In one case, where the
vendor had abstracted 20 per cent. of the Cream, a substantial fine of
£20 was imposed, because the defendant was found to be flooding
this and the surrounding districts with skim-milk, and soiling it as
whole-milk. In another case. where 40 per cent. of the cream had
been abstracted, the vendor was fined £8; and in a case where 25 per
cent. of water had been added, a fine of £5 was imposed. It is
satisfactory to find that the fines now imposed for adulteration are
more adequate to the offence than they used to be. It is only when
it is found that adulteration, because of heavy fines, does not pay
that we can hope for the supply of pure food and for the protection
of honest traders from unfair competition. Adulteration means loss
of health and loss of money; it presses hardest on the poor.
The sum of £33 for fines has been ordered to be paid into the
Vestry's account. Appending a tabulated account of each analysis,
