It was later ascertained from the Ministry of Health that the
Minister's general approval under Section 28 of the National Health
Service Act 1946, was limited to the fluoridation of water supplies
and did not extend to the making available of fluoride tablets as part
of a Local Health Authority's arrangements for the prevention of
illness, care and after care. The Council, therefore, decided to take no
action in connection with fluoridation of public water supplies.
