In all the twenty-seven new instances of overcrowding, families were
found be be sharing accommodation with relatives.
Abatement was effected in the following ways:
Provision of alternative accommodation by:
Carshalton U.D.C. 2
London County Council 6
Other Local Authorities 7
Left the district 1
Removal of one or more occupants 21
Of the 63 dwellings remaining overcrowded at the end of the year, 48
are owned by the London County Council, 2 by the Carshalton Council
and 13 are privately owned.
Slum Clearance and Demolition
A tender was approved towards the end of the year for the erection of
the first block of maisonnettes and flats in Stanley Road to rehouse the
persons to be displaced from Clearance Area No. 7 referred to in previous
reports. Work commenced on this project early in 1957.
The Ministry inquiry into the order in respect of Clearance Area
No. 8 involving 31 houses in the Mill Lane area had not been held by the
end of the year.
A phased programme was devised towards the end of 1955 for dealing
with approximately 200 properties which were or were likely to become unfit
during the succeeding five years. It was recognised that progress would be
largely dependent on securing an adequate site on which the early groups of
persons to be displaced could be rehoused. The fear that such a site might
not be readily available proved to be well founded and this difficulty has
not yet been resolved.
Housing Repairs and Rents Act, 1954
During the year one application for a certificate of disrepair under
" Section 26 was received but not granted. One certificate was revoked.
Since the passing of the Act in August, 1954, six certificates of disrepair in
all have been granted and in due course revoked upon completion of the
necessary work.
