How far the provision of additional houses would relieve
the present overcrowding of the kind mentioned in the report
it is difficult to say, because in many cases it appears that participants
in the overcrowding are those who are unable to afford
a sufficient amount to provide the additional accommodation.
Table 4 gives the analysis of the conditions found under
diff erent headings.
