The number of contraventions of the Acts which were reported during the year was as follows :—

PROCEEDINGS.
Proceedings were taken during the year in respect of:—
(a) nuisances at 2 houses, (b) the establishment of an offensive
trade without permission and (c) the seizure of an unsound carcase.
In the case of (a) fines and costs were imposed and abatement
orders made for the works to be carried out. In the case of (b)
the summons was adjourned to enable the defendant to find
suitable and approved premises, the offensive trade being discontinued
in the meantime. In the case of (c) the occupier of the
slaughter-house at which the carcase was seized was fined £160
and costs.
ROADS.
The condition of many of the roads in the district has given
cause for anxiety, due to accumulation of stagnant liquids and
detritis. The gradual substitution of all water-bound road surfaces
by surfaces of an impervious character is highly desirable from a
hygenic standpoint, more especially in the side streets in the more
congested portions of the district where the street is used to a
large extent as a playground for the children.
HOUSING.
The housing conditions in the district are very unsatisfactory.
Between the passing of the Housing Town Planning, etc. Act,
1909, and the outbreak of War in 1914, I understand that only
