STAFF.
As may be seen from the list at the beginning of this Report,
a considerable number of changes occurred amongst the staff of the
department. As a result of this work was again carried on under
considerable difficulties.
During the year only one of the four members of the staff on
War Service returned to duty.
Dr. H. D. B. North, Assistant Medical Officer, who was appointed
during the absence of Dr. Doody, the Deputy Medical Officer of
Health, in H.M. Forces, resigned in October and was replaced by
Dr. G. B. Stratton.
Mr. D. F. S. Flynn was appointed Senior Sanitary Inspector in
place of Mr. Avis, whose death took place in December, 1945.
Reference was made in my Annual Report for 1945 to the illness
of Miss Mulhern, the Matron of the Infectious Diseases Hospital.
Miss Mulhern died on the 9th of February, 1946, and her passing
was greatly mourned by all her colleagues. Miss G. Palmer, the
Assistant Matron at the Hospital, was subsequently appointed to
succeed Miss Mulhern.

In presenting this Report I should once more like to express my
deep appreciation to the Chairmen and Members of the Health and
Maternity and Child Welfare Committees for their consideration and
courtesy during the year.
I should also like to place on record my thanks for the cooperation
which I have received from all the members of the staff.
I have the honour to be,
Your obedient Servant,
HAROLD ELLIS,
Medical Officer of Health.
