Registrar General's Memorandum on Transfer of Births, Deaths and
Stillbirths.
On the 17th October, 1952, the Registrar General issued a circular
and memorandum to all Medical Officers of Health setting out revised
arrangements which would operate as from 1st January 1953, dealing with
the transfer of Births, Deaths and Stillbirths. The memorandum provides
that births, deaths and stillbirths would be generally allocated (with
certain exceptions) to the area in which they occurred, irrespective of
whether they were ordinary residents or belonging to another area. The
effect of these arrangements is that deaths, etc.. occurring at Claybury and
Goodmayes Hospitals are now allocated to Ilford whether ordinary
residents or not, and the rates following are based accordingly.
In addition the Registrar General supplies each town with figures
known as the "comparability factor" in connection with the birth and
death rates. To make an approximate allowance for the way in which
the sex and age distribution of the local population differs from that for
England and Wales as a whole, the crude birth and death rates for the
area are multiplied by the appropriate area comparability factor. The
figures for Ilford are .97 for the birth rate and 1.03 for the death rate,
and these are used in calculating these rates in Table 1a. When local
crude birth and death rates have been so adjusted, they are comparable
with the crude rate for England and Wales or with the corresponding
adjusted rate for any other area.
3. Births.
The number of births registered during the year was 2,231.
Males Females
Legitimate 1,120 1,044
Illegitimate 34 33
i.e., 3.0 per cent of the births registered were illegitimate.
The percentage of illegitimate births registered in the previous 10
years was 3.9 (1952); 2.9. 3.1, 2.4, 3.2, 3.3, 3.1, 5.5, 4.2, 3.4.
The adjusted birth-rate, calculated on the estimated population of
181.200 is 11.94 per 1.000.
4. Deaths.
The total number of deaths of Ilford residents was 1,942. This is
obtained by taking the total number of deaths registered in the district
(1,688), subtracting the deaths of non-residents occurring in the district
(172), and adding the deaths of Ilford residents registered as having died in
other districts (426).

The number of deaths of non-residents registered in the district was as follows:—

King George Hospital97
Ilford Isolation Hospital and Sanatorium36
Other Non-residents39
