INSPECTION CLINIC.
An inspection clinic is held every morning from 9—10
a.m. at the Public Health Offices. The number of children
attending increased very much as compared with previous
years. The usual result of a child's attending the inspection
clinic is that it is excluded from school for a definite period
or else certified as being fit for school.
During 1915, 3,804 certificates were issued.

MENTALLY DEFECTIVE AND DULL CHILDREN.
The passing of the Mental Deficiency Act, 1913, and the
Elementary Education (Defective and Epileptic Children)
Act, 1914, has thrown an important duty on the Education
Committee, that of searching out all children reputed or
appearing to be mentally defective. All feeble-minded
children between the ages of seven and sixteen years must
furthermore be educated in special schools or classes. No
step in the provision of these schools or classes was made
during the year.
