(e) In connection with the London Hospital, the serivce of the Consultative
Staff of the Hospital will be given in connection with the
diagnosis and treatment of such difficult cases as may be sent.
The weaknesses of this scheme are two-fold:—
(1) All the four Dispensaries are situated in the Western half of the
Borough.
(2) We shall be dependent entirely on Voluntary Institutions over which
we shall have very little, if any, control. We cannot prevent them
treating cases other than Tuberculosis, and if they do, the time given
to Tuberculosis cases will be restricted or the staff will have to be
increased. In the latter event, it is only natural to expect the
Voluntary Committee to apply for an increase of the subsidy.
II.—It would add materially to the usefulness of the scheme if the Voluntary
Tuberculosis Committee would transfer their Whitechapel Dispensary to a suitable
area east of White Horse Street, White Horse Lane and Globe Road.
Failing this, I would suggest a Municipal Dispensary in this part, and not to
approve the Whitechapel Dispensary, as the area now served by that Dispensary
will be better served by the London Hospital Dispensary.
After deducting a sum of £300 a year from the Insurance Committee the
amount to be raised from the local rates would be approximately from £460 to
£515 a year.
III.—In the event of the Borough Council not being able to come to an
arangement with the Committee of the Voluntary Dispensaries. I would suggest the
establishment of a Municipal Dispensary, with a larger staff than in the second
scheme, to deal with all cases in the Eastern part of the Borough, with the London
Hospital Dispensary in the Western part.

The cost of this scheme would be as follows:—
