(2) If they arc transferred to a Consultative Committee and are partly
under the control of the Voluntary Committee and of the Borough
Council ;
(3) If they remain under the control of the Voluntary Committee, without
the supervision or management of the Borough Council ;
(4) If satisfactory arrangements cannot be made with the Voluntary
Committee, an estimate of the cost of establishing and maintaining
a central institution as a fourth alternative :—
Total cost if the three Dispensaries are continued on the present basis | £3,000 to £4,000 per annum. |

Scheme No. 2.—(Under control of Consultative Committee, composed of
representatives of Borough Council and of Voluntary Committee) :—Deficit
as above, between £2,000 and £3,000.
From this the amount of the grant from the Central Fund would
have to be deducted, and half of the balance would then be contributed
by the Local Government Board and remainder from the rates. The
amount of the deficiency will depend on the grant from the Central Fund.
Scheme No. 3.—(Under entire control of Voluntary Committee) :—
The initial annual charge on the rates would be nominal, but if subscriptions
are insufficient, the deficit would be borne equally by the rates and by the Treasury.
