This is a special duty devolving upon the Borough Council
under Sections 107-110 of the Factory and Workshop Act, 1901,
under which Orders (known as the Home-work Orders') have
been made by the Home Secretary (vide Annual Reports, 1903,
pp. 118-122 and 1905 pp. 125-120). The latest Order is 1905.
