During January, 1913, we had three different sets of regulations, each
affecting a different kind of person, or perhaps the same person in different
aspects, depending upon whether at the moment he was being treated
by a poor law medical officer, the medical staff of a hospital, or by a private
doctor. These complications increased our difficulties of administering the
regulations with success, but my staff and I did the best we could in the
circumstances.
The great work thus involved may be judged best in the light of the
following notes on the complications of only one month:—
1 person was notified under 1908 and 1911 (November) regulations.
5 persons were notified under 1911 (hospitals) and 1912 regululions.
3 persons were notified under the 1908 and 1912 regulations.
1 person was notified under 1911 (hospital), 1911 (Nov.),and 1912 regulations.
1 person was notified under 1911 (November) and 1912 regulations.

The total number of pitients notified under these regulations was 303—
163 males and 140 females. The number of notifications was 441.
