Just prior to the war, there were seven dairy farms in the district, with from 150 to 200 cows. This number has been gradually reduced until at the end of the year 1919, but three farms remained, with a total of 51 cows.

In one instance a new and additional cow-house has been constructed. In all cases the cows
are kept clean and the milk produced is free from dirt contamination.
There are 127 Milksellers on the register. These are kept under supervision, and generally
speaking are found to be in a good and cleanly condition.
No action was taken during the year under the Dairies, Cowsheds and Milkshops Orders to
ascertain whether any cows kept within the district were suffering from tuberculosis of the udders.
Milk {Mothers and Children) Order, 1918.—A review of the action taken by the local authority
under this order should also be included.
No action was taken under the above order, but Dried Milk and Meals were supplied under
Circular M. and C.W. 4 of the Local Government Board, dated 9th August, 1918.
During 1919, Dried Milk and Meals for Expectant and Nursing Mothers and children under 5 years of age attending the Municipal Clinics, were provided free of cost to the recipients if the net income per head of the family per week came below the following scale:—

Dried milk was given to Expectant and Nursing Mothers, and children over 18 months and
under 5 years of age, only on the special recommendation of the Clinic Medical Officer.
Dried milk was supplied at cost price to patients attending the Clinic, whose incomes came
above the foregoing scale.
The method of arriving at the family income is set out in the following statement.
Method of Calculation.
The net income per head of a family is defined as the income less outgoings, divided by the
number in family.
Income.
Income is calculated under the following heads:—
(A.) Wages:—(1) Parents, or guardians, weekly wage, the average for four weeks
being taken;
(2) the earnings of children under 14 years.
(B.) Lodgers:—Children over 14 years of age working are reckoned as lodgers. Income from lodgers is reckoned on the following basis
