To the Members of the
Children's Care Committee.
SPECIAL SCHOOLS.
OPEN-AIR SCHOOL.
I beg to report in accordance with the following Minutes:—
Draft Suggestions for the Arrangement of Schemes under the Education Act, 1918.
(Circular 1,096.)—
"We have instructed the Medical Officer to prepare and submit a report as to the
special services referred to on page 29 of the above-mentioned circular (par. 8)
under the following headings:—
(a) School Medical Service.
(b) Special Schools.
(c) Provision of Meals for children attending public elementary schools.
(Education Committee's Minutes, 2nd July, 1919).
Furness Road Physically Defective School—
"We have had under consideration a reference from the School Accommodation
Committee as to the inadequacy of the accommodation now provided for
physically defective scholars at Furness Road School. We have instructed
the Medical Officer to include in his report on special schools (open air school)
suitable provision for the physically defective who are now in attendance at
Furness Road physically defective school."
(Education Committee's Minutes, 4th June, 1919).
Since the above minutes were passed, Circular 1119 of the Board of Education, dated 3rd
July, 1919, has been issued. It modifies in certain details Circular 1096, and for convenience therefore
I propose to report under (b) above under the headings set out in Circular 1119, as follows:—
11. Special Schools.
Proposals for enabling the following classes of children to obtain suitable education in
certified schools:—
(a) blind children, including partially blind.
(b) deaf children, including partially deaf.
(c) physically defective children, including delicate children for whom an open-
air school is desirable.
(d) mentally defective children.
(e) epileptic children.
(a) Blind Children, including Partially Blind.
(b) Deaf Children, including Partially Deaf.
Powers and duties of Education Committee.—The Elementary Education (Blind and
Deaf Children) Act, 1893, requires the Education Authority to make provision
for the suitable education of Blind and Deaf Children, either by the establishment
and maintenance of residential schools for this purpose, or to contribute towards
the maintenance of these schools.

Number of Blind and Deaf Children.—The following table shews the number of these children belonging to Willesden in 1915-16-17, based on the incomplete medical inspection records for these years:—

Proposals.—Having regard to the small numbers of these children, it is suggested that the
present system of sending these children to Residential or Day Schools maintained by other Authorities
or Voluntary Societies and approved by the Board of Education be continued.
