Regulations for Underground Rooms.—These regulations
have been in operation during the whole of the year,
and Granville Road, one of the oldest and most thickly
populated roads in the district, has been inspected under
them. The houses in this road consist of four storeys, and
have each floor occupied by one or more families.
Seventy-four houses were inspected and the various
owners were notified of the regulations and requested to
comply with them.
In 24 houses the requirements of the regulations have
been complied with, 12 are in progress, and in 42 instances
at the end of the year the work had not been put in hand.
The work required by the regulations has entailed considerable
outlay on the part of owners, but it has effected
a lasting improvement in the properties concerned. Insanitary
and unhealthy conditions previously existing have been
removed, walls rendered damp-proof, and basement rooms
and underground premises generally rendered thoroughly fit
for human habitation and sleeping.
Report on the Administration of the Factory and
Workshop Act, 1901, in Connection with Factories,
Workshops and Workplaces.—The above Act places upon
the Local Authority the following duties relating to:—
A. Factories:—
(1) Seeing that means of escape in case of fire are
provided;
(2) Enforcing the provision of suitable and sufficient
sanitary conveniences;
B. Workshops and Workplaces:—
(1) Sanitary condition, including (a) cleanliness,
(b) air space, (c) ventilation, (d) drainage of floors,
and (e) sanitary accommodation;
