Public Health (Ophthalmia Neonatorum)
Regulations, 1914.
Treatment of Ophthalmia Neonatorum.
In accordance with instructions, I beg to report as to
the steps which may be taken by the Council with the view
of curative treatment being afforded to cases of Ophthalmia
Neonatorum from time to time notified under the above
Regulations, which come into operation on April 1st, 1914.
Powers of the Council as to treatment.
The preamble to the Regulations states that they have
been framed under powers conferred on the Local Government
Board by Section 130 of the Public Health Act, 1875,
with a view to the treatment of persons suffering from this
disease and for preventing the spread of the disease.
The Regulations relate only to the notification of the
disease by midwives and doctors, but the powers in Sections
131 and 133 of the Public Health Act, 1875, are available in
connection with any scheme of treatment decided upon by
the Council. These sections are as follows:—
