always is to let this consideration weigh when what appears
the very problematical benefit from exclusion threatens to
thwart the object immediately desired. But the interests of
health are too serious to be prejudiced by such disturbing
considerations. The heavy death roll from Measles and
Whooping Cough would, I am convinced, be reduced under
the operation of the epidemic grant, and I would suggest that
the Council represent to the Board of Education the desirability
of reinstating this grant.
